FCA and National Crime Agency Collaborate to Bust London Insider Dealing Ring

According to a UK Financial Conduct Authority (FCA)'s statement on February 14, 2024, FCA teamed up with the National Crime Agency (NCA) in a joint operation on February 1 to crack down on suspected insider dealing and money laundering activities in London. The operation led to the arrest of three individuals based in the capital city, with allegations including insider dealing, conspiracy to insider deal, and involvement in organized crime.
A team of over 38 officers from both the FCA and the NCA participated in the operation, which targeted three residential properties in London. During the searches, FCA investigators seized numerous digital devices for further examination.
Following the arrests, all three individuals underwent interviews under caution by the FCA. While two of them were released under investigation, one person was granted unconditional bail pending further inquiries. Additionally, on February 13, 2024, a fourth suspect, aged 48, was also interviewed under caution and remains under investigation.
Steve Smart, the joint executive director overseeing enforcement and market oversight at the FCA, emphasized the grave threat that insider dealing poses to financial markets both domestically and internationally. He underscored the FCA's commitment to dismantling organized criminal networks engaged in such activities, highlighting the agency's use of sophisticated monitoring systems and specialist teams to identify and disrupt illicit trading activities.
Smart affirmed that the FCA, in collaboration with domestic and international enforcement agencies, will continue to deploy all available powers and tactics to combat the menace of insider dealing.
