UAE Financial Regulator Releases Official List of 10 Authorized Finfluencers

The Securities and Commodities Authority (SCA) has released the official list of individuals authorized to operate as financial influencers, or "finfluencers," under the provisions of Resolution No. (10/R.M) of 2025. The resolution, passed by the Chairman of the Board of Directors, outlines clear regulatory guidelines for individuals offering financial opinions, advice, or recommendations within the UAE through both traditional and digital platforms.
The regulation applies to natural persons registered with the SCA who provide insights or commentary on the buying, selling, or holding of financial products or virtual assets. It also includes those giving advice related to financial services, regardless of the platform - whether on social media, through blogs, during public appearances, or in written or spoken forums.
According to the SCA, this move is part of an effort to "enhance transparency and accountability in the financial advisory space, especially on platforms that engage with the public directly."
As of now, the following individuals have been officially authorized:
Saif Yousif Khamis Abdulla Alnaqbi, known on Instagram as Saifsyn since July 10, 2024.
Abdulkareem Mohamed Ahmed Abdulkareem Almansoori, known as theabdulkreem on Instagram since July 19, 2024.
Muhannad Hassan Khalfan Hassan Alteneiji, who operates across multiple platforms including Instagram (@muhannad.alteneiji), YouTube (@wealth.center), and LinkedIn since September 12, 2024.
Muhammad Omar Alamer, who uses LinkedIn under his real name since October 21, 2024.
Mansour Moohammed Alderei, active under Trendzpodcast on Instagram since October 30, 2024.
Mohammad Ali Hattawi, with the Instagram handle 3ma7 since November 5, 2024.
Sulaiman Rashid AlKharoossi, known on Instagram as Alkharusi.87, since November 19, 2024.
Ziad Qaimari, active on platform X under @ziadaq since December 5, 2024.
Mohammad Abdulla Yousuf Al Qemzi, an independent analyst since December 5, 2024.

The resolution stresses that finfluencers must adhere to professional and ethical standards when discussing market trends or financial products. Activities falling under the regulation include sharing opinions or analyses on the expected value or performance of financial assets, whether in written reports, video content, or public speaking engagements.
SCA officials have not commented further on enforcement mechanisms but emphasized that only registered individuals may legally operate in this capacity within the country. Unauthorized individuals offering financial advice may face regulatory action.
