Binance Plans Kazakhstan Settlement Hub for CIS and Eastern Europe

Binance Kazakhstan settlement hub plans with National Bank

Binance has signed a memorandum with the National Bank of Kazakhstan to explore establishing a licensed payment organisation in the country, aiming to route part of its regional settlement activity for digital-asset transactions through the Central Asian nation.

Under the plan, Binance would create a local group company and apply for Kazakhstan's first-category payment organisation licence. If approved, the entity would handle settlements for Binance clients in Central Asia, the CIS and Eastern Europe, giving the exchange a regulated payments base in the region.

The National Bank would retain oversight, deciding on licence approval and imposing requirements covering payment infrastructure, financial stability, system reliability, and anti-money laundering and know-your-customer controls.

The initiative aligns with Kazakhstan's broader push to bring crypto trading, payments and tokenisation into supervised infrastructure. Since May 2026, the National Bank has overseen digital-asset service providers operating outside the Astana International Financial Centre, while the AIFC continues to regulate firms within its jurisdiction.

Between September 4 and 7, Binance announced three related memoranda with the National Bank, the Ministry of Artificial Intelligence and Digital Development, and the AIFC. The ministry agreement includes studying a possible Kazakhstan stablecoin and payment infrastructure using digital assets, while the AIFC agreement concerns investment-related applications.

The National Bank and Binance have prepared a roadmap covering infrastructure, licensing and possible payment products. However, no licence has been announced, and the parties have not disclosed the final list of countries, products, settlement volumes, technical structure or launch date.
