Brazil to Require Central Bank Authorization for Crypto Firms, Classifies Stablecoins as FX

The Central Bank of Brazil has announced new regulations that extend the country's financial framework to cover cryptocurrency platforms and digital asset service providers. Under the new rules, crypto exchanges, custodial platforms, brokerages, and stablecoin issuers must register with and receive authorization from the central bank to operate.

The measures are scheduled to take effect in February 2026, providing a nine-month adjustment period for companies to meet compliance obligations. The central bank stated the regulations are intended to enhance consumer protections, strengthen anti-money laundering controls, and align the digital asset sector with the standards applied to traditional financial institutions.

A significant provision in the new framework classifies stablecoins pegged to fiat currencies as instruments "tied to foreign exchange operations." This change means that international transfers, remittances, and card-based payments using stablecoins will be subject to the same oversight as conventional foreign exchange transactions. Authorities noted this is designed to increase transparency in cross-border financial flows.

Crypto firms currently operating in Brazil will be required to assess their compliance and governance structures to meet the new standards. Companies that do not receive authorization will be required to wind down their services in an orderly manner. Industry observers suggest the new rules may improve investor confidence and attract institutional involvement, though some caution that compliance costs could present challenges for smaller fintech startups.
