Circle Receives Conditional Registration as DASP in France, Names Head of French Operations

Nine months after announcing its plan to seek regulatory approvals in France​, Circle Internet Financial (Circle), a global digital financial technology firm and the issuer of USDC and EURC, announced yesterday that it has received a conditional registration as a Digital Asset Service Provider (DASP, or "Prestataire de Service sur Actifs Numériques" (PSAN)) with the French financial regulator Autorité des Marchés Financiers (AMF). Coralie Billmann, a veteran in the payments industry, has been appointed to lead the licensed operations in France, subject to regulatory approval.

With over two decades of experience in the financial and payment industry, Billmann joined Circle from 3S Money, a European licensed Electronic Money Institution (EMI) where she served as Board member and COO Europe. Before that, Billmann led the High Growth Tech Sales expansion for JP Morgan in Paris and was EMEA Treasurer at PayPal for almost nine years. She also had previously held key roles at several financial services firms including Flagstone Investment and BMO Capital Markets. Billmann started her career in 2001 at HSBC, where she worked as a Fixed Income Fund Manager for over five years.

According to the announcement, Circle aims to subject its European operations to thorough regulation within the EU by obtaining a complete DASP and EMI license that adheres to the standards set out by the Autorité de Contrôle Prudentiel et de Résolution (ACPR). Additionally, Circle strives to ensure that its products and services comply with the soon-to-be-implemented Markets in Crypto-Assets (MiCA) regime.

To fulfill the requirements for full registration and commence operations in France, Circle needs to obtain either approval as a payment services provider (PSP) or registration as an agent of a PSP. Circle has applied for an EMI license, which will satisfy this condition.
