Citigroup Hit with $552K Fine by Nasdaq Stockholm for Trading Violations
Citigroup Global Markets Europe AG has been fined SEK 6 million ($552,000) by Nasdaq Stockholm's Disciplinary Committee after trading lapses at the firm caused a rapid, short-lived drop across Nordic market indices in May 2022. Citigroup's role in the “Market Event” stemmed from a significant trading error that drove indexes in Sweden, Finland, and Denmark down by 8%, 7%, and 6.5%, respectively, before prices rebounded within seven minutes.
The Disciplinary Committee found that the root of the issue lay in Citigroup's lack of adequate pre-trade controls, allowing a single trader to execute mistaken orders worth an astounding $189 billion. Despite the system generating warnings, these alerts were reportedly easy to override. Consequently, Nasdaq attributed the sharp price dip to Citigroup's insufficient safeguards and noted the company's violation of multiple sections of the Rulebook governing trading conduct.
Nasdaq's Trading Surveillance initially flagged Citigroup's sell orders as the trigger for the price slump. A subsequent review highlighted weaknesses, including outdated contact information and lapses in trade activity monitoring. These failings, compounded by a delay in reporting, led Nasdaq to levy the fine, emphasizing the gravity of Citigroup's control deficiencies and the resulting market disruption.
