ECB Warns Stablecoins Could Disrupt Eurozone Banking Stability

​The European Central Bank has issued renewed warnings that the rising use of stablecoins could pose risks to banking stability and monetary-policy transmission within the euro area. In its latest Financial Stability Review, the ECB said that although stablecoins remain limited in size, their expanding role in crypto trading and payments could create systemic vulnerabilities.

The central bank highlighted concerns that stablecoins may divert retail deposits from traditional banks, potentially weakening a key source of funding for lending and payment services. Increased reliance on wholesale funding could, in turn, pressure bank profitability and credit capacity.

The ECB also cautioned that a sudden run on a major stablecoin issuer might trigger rapid sales of reserve assets such as U.S. Treasuries, causing liquidity stress in conventional financial markets. Officials further noted that widespread adoption of dollar-pegged stablecoins in the eurozone could undermine the effectiveness of monetary policy by reducing dependency on euro-denominated savings and transactions.

ECB executive board member Fabio Panetta warned that if banks begin offering crypto-related services, customers may "misinterpret them as bank-guaranteed or risk-free," heightening reputation and trust risks for the broader financial system.

While regulators are advancing initiatives like the Markets in Crypto-Assets (MiCA) framework and exploring a digital euro, the ECB said existing rules remain insufficient for large-scale stablecoin adoption. The report added that potential instability could also spill into market-infrastructure providers, including derivatives platforms, custodians and payment networks.

The ECB said future monitoring will focus on the growth of stablecoin issuance in the euro area, shifts in deposit behavior and how banks adjust their funding strategies as digital-asset activity becomes increasingly intertwined with traditional finance.
