Eurex Clearing and Banque de France Test Wholesale CBDC for Digital Finance
Eurex Clearing has successfully integrated the Banque de France's wholesale central bank digital currency (wCBDC) as part of the European Central Bank's (ECB) ongoing trials focused on wholesale distributed ledger technology (DLT) settlements. This initiative allows for the tokenized commercial paper issued by ABN AMRO to be traded on the Eurex Repo F7 platform, with settlements facilitated through the wCBDC, which was also utilized for margin calls.
As financial institutions increasingly turn to digital securities on DLT platforms, there is a growing need for seamless payment systems that capitalize on the efficiencies offered by such technology. The ECB has launched a series of trials aimed at ensuring these digital securities are settled using central bank money. The initiative features three settlement options, with the German and Italian central banks connecting to the European TARGET and TIPS payment systems. In contrast, the Banque de France has opted for a comprehensive DLT interoperability solution utilizing a wholesale CBDC.
Four central banks participated in this initiative: the German Bundesbank, the Dutch De Nederlandsche Bank, and the Banque Centrale de Luxembourg, alongside key market players such as ABN AMRO, Rabobank, Clearstream, and Eurex Repo.
A key takeaway from the trials is the understanding that DLT does not fundamentally change the risk dynamics associated with counterparties. While technology itself doesn't alter risk profiles, the delivery versus payment (DvP) mechanism—where securities and cash are exchanged simultaneously—serves as an effective means to mitigate risk. Although DLT excels in facilitating DvP, the concept itself predates modern technology. Central counterparties often employ netting systems to minimize payment amounts, a process that could theoretically be adapted for DLT applications.
Claudine Hurman from the Banque de France highlighted the importance of collaborating with various stakeholders, stating that these trials are crucial for integrating DLT into financial market infrastructures, laying the groundwork for the evolution of digital finance.
