Qatar Launches Comprehensive Digital Assets Framework

The Qatar Financial Centre has officially launched the QFC Digital Assets Framework, a significant development aligning with Qatar's Third Financial Sector Strategy and its broader digital transformation goals.
This framework establishes a detailed legal and regulatory structure for digital assets, encompassing critical aspects such as tokenization, legal recognition of property rights in tokens, custody arrangements, and the transfer and exchange of digital assets.
Additionally, the framework addresses the legal recognition of smart contracts, aiming to foster a secure and transparent digital asset ecosystem within the Qatar Financial Centre (QFC). It was developed through extensive collaboration with 37 domestic and international organizations across financial, technology, and legal sectors.
The framework is expected to provide a solid foundation for the burgeoning digital asset sector in Qatar, offering both regulatory clarity and confidence to consumers and service providers. Since the launch of the QFC Digital Assets Lab in October 2023, over 20 startups and fintech companies have joined the lab to develop and commercialize digital asset-related products and services.
The Qatar Central Bank Governor has highlighted the significance of these new regulations, noting their potential to strengthen the regulatory environment and support Qatar's broader financial sector goals as part of the Qatar National Vision 2030.
