Under the new legislation, only registered legal entities and individual entrepreneurs can mine digital currencies. However, individuals who mine under a government-set energy consumption threshold are exempt from registration, offering smaller miners a potential legal pathway. This provision is designed to maintain the balance between supporting innovation and controlling the industry's growth.

The law also includes provisions for the trading of foreign digital assets on Russian blockchain platforms, but with an important caveat. The Bank of Russia holds the authority to halt any activities deemed a risk to the financial system, allowing the central bank to oversee and intervene in the market as needed.

Alongside these measures, the Russian government has also indicated a growing interest in developing its digital currency. The central bank has announced plans to roll out the digital ruble for practical use, including for transactions such as money transfers and purchases. If successful, the digital ruble could become a key element of Russia's broader strategy to integrate digital currencies into the economy.

This legal development reflects Russia's ambition to become a key player in the digital economy. By legalizing crypto mining, Russia aims to create a balanced regulatory environment that supports innovation while safeguarding economic stability.
