Toronto-based TD Bank has named Raymond Chun as its new CEO, effective Saturday, as the Canadian lender seeks to navigate a complex anti-money laundering remediation program following a historic $3 billion fine imposed by U.S. regulators. Chun, a 30-year veteran of TD Bank, previously led the bank's wealth, insurance, and Canadian personal banking divisions. He now faces the task of revitalizing TD's U.S. retail banking operations, which have been under scrutiny after criminals allegedly used the bank's U.S. branches to launder millions in fentanyl proceeds by bribing staff.

Chun, 55, takes over from Bharat Masrani at a critical juncture for the bank. U.S. regulators have also imposed growth restrictions and appointed an independent monitor to oversee TD's activities. In a memo to staff, Chun emphasized his commitment to improving the bank's anti-money laundering program and simplifying operations. "This is a fantastic starting point as we plan the next chapter," he wrote.

Analysts have noted that Chun's lack of extensive U.S. regulatory experience could pose challenges. However, Anthony Visano, head of investment research at Kingwest and Co., believes Chun's strategic review of operations signals a proactive approach. "He's not just a housekeeper. He is here and he's on his front foot," Visano said.

TD's shares have underperformed peers in recent years, but the accelerated CEO transition has sparked optimism among investors. BofA Securities analyst Ebrahim Poonawala upgraded TD's stock to 'buy' in January, stating, "New CEO means business."

Chun, who joined TD in 1992 through a management associate program, has described himself as an introvert who had to learn to adapt to leadership roles. "It is not a natural thing for me," he said in a 2016 interview. Despite this, colleagues and shareholders express confidence in his ability to lead. Chris King, vice president at Morgan Meighen & Associates, said, "We're optimistic. He can do no wrong compared to the management group that was in there before."
