Thailand Proposes Rule Changes to Enable Hong Kong MRF

Thailand’s SEC (Securities and Exchange Commission) is revising its rules in preparation to support the offering of mutual funds between Hong Kong and Thailand.
Hong Kong’s SFC (Securities and Futures Commission) and Thailand’s SEC agreed in January to work towards enabling a mechanism for cross-border fund offerings in each other’s markets, starting with plain vanilla funds and passive ETFs.
The SEC is consulting on amendments to its rules to enable the MRF (mutual recognition of funds) scheme with Hong Kong, which it says will “help promote the competitiveness of Thai investment management businesses internationally and increase investment options for investors in both markets.”
The SEC rules governing cross-border fund offerings will be modified using the same principles governing the ASEAN Collective Investment Schemes (ASEAN CIS) framework and the ARFP (Asia Region Funds Passport).
The consultation, available here (Thai), is open for comment until 10 August 2020.
