Tradeweb Launches Saudi Bond Trading Platform as Kingdom Pushes Market Modernization
Tradeweb Markets has officially launched Saudi Arabia's first electronic platform for trading sukuk and Saudi Riyal-denominated bonds, marking a significant milestone in the Kingdom's financial market reforms. The debut platform—licensed by the Capital Market Authority (CMA)—is part of a broader initiative to modernize the domestic fixed-income market and attract global investment.
The platform's inaugural transaction was executed between BlackRock and BNP Paribas, followed by a second trade involving Goldman Sachs. Yudhveer Chaudhry, Global Head of Emerging Markets, FX, Commodities, and Digital Assets Trading at BlackRock, described the launch as "a technological milestone" reflecting "great strategic interest" in Saudi Arabia's fixed-income landscape.
Tradeweb secured its license to operate an Alternative Trading System (ATS) after winning a competitive tender from the CMA earlier this year. The regulator's backing signals growing policy support for digital market infrastructure, in line with Saudi Arabia's economic diversification efforts under Vision 2030.
Tradeweb CEO Billy Hult called the CMA's approval "a foundational moment for fixed income market structure in the Kingdom," adding that the new system could foster greater international participation in Saudi debt markets.
The launch coincides with Saudi Arabia's inclusion on J.P. Morgan's Emerging Markets Bond Index watchlist, which could attract an estimated $5 billion in foreign inflows. The new platform is expected to improve liquidity, transparency, and accessibility for institutional investors, while setting the stage for potential expansion into corporate bonds, repurchase agreements, and derivatives pending regulatory approval.
By extending its reach into the Saudi market, Tradeweb strengthens its presence across more than 20 emerging-market currencies, expanding its footprint from Asia-Pacific to Latin America. The move highlights Saudi Arabia's broader ambition to establish itself as a leading financial center in the Middle East.
