TXSE Introduces AI Market Intelligence Platform Oculon

TXSE Group Inc., parent company of the Texas Stock Exchange, has launched Oculon Intelligence, an artificial intelligence-powered platform designed to help financial firms strengthen compliance practices, improve trading strategies, and deliver better outcomes for investors.
The platform, which incorporates execution analytics, regulatory reporting, and surveillance across equities and options, is built with what the firm calls "military-grade security." According to TXSE, its architecture enables high-frequency data ingestion and analytics, supported by agentic AI and large language models.
Oculon Intelligence was developed in consultation with leading financial institutions. The company said this collaboration ensured the product would address both operational challenges and regulatory pressures facing the industry. In particular, it is designed to help firms adapt to updated U.S. Securities and Exchange Commission rules such as Rule 605, which governs execution quality, and Rule 606, which relates to order routing disclosures.
"Oculon Intelligence gives market participants the infrastructure they need to turn compliance into a competitive edge," said Ovi Montemayor, president of Oculon Intelligence. Montemayor, who spent years at Charles Schwab, has over two decades of experience in market structure and trading operations.
David Saltiel, senior vice president at Oculon Intelligence and former acting director of the SEC's Division of Trading and Markets, underlined the broader context. "The competitive and regulatory environment is evolving quickly. Firms need tools that provide flexibility and the highest level of data protection. Oculon Intelligence is built to help firms adapt to this future and improve market efficiency," he said.
Based in Dallas, Oculon Intelligence operates as an independent business within the TXSE Group. The company positioned the launch as a step toward meeting expanding reporting obligations while helping firms refine their execution strategies in increasingly data-driven markets.
