The Federal Reserve has imposed a significant $44 million fine on Green Dot, citing "numerous" unfair and deceptive practices related to its prepaid cards and tax return preparation payment services. The regulator's investigation uncovered that Green Dot had violated consumer protection laws and operated with a deficient consumer compliance risk management program.

Among the specific issues identified, Green Dot failed to adequately disclose the tax refund processing fee for services offered on a third party's website. Additionally, the company improperly blocked access to accounts of legitimate customers who were receiving unemployment benefits and lacked adequate policies to address these account blocks effectively.

The Federal Reserve's action mandates Green Dot to undertake several corrective measures. The company must hire an independent third party to enhance its consumer compliance risk management program, develop a robust anti-money laundering (AML) program, and have an independent review of certain transaction activities. Following the announcement of the fine, Green Dot's shares experienced a decline of over five percent in afternoon trading.

Green Dot, known for its partnerships with major companies such as Apple and Walmart, and its 2021 launch of a mobile bank, faced significant challenges in 2022. These challenges included the dismissal of CEO Dan Henry after key partners decided not to renew their contracts and a dispute with Uber.
